It’s to keep bees from building nests there, and the sheet was put there by your mail carrier. You might consider getting a jump on him/her by putting one in there yourself.
The perfumy scent of a typical dryer sheet is enough to keep yellow jackets and wasps from starting construction this season. Bees also dislike citronella, clove, and eucalyptus as well.
